This is enabling legislation for the creation of Mental Health Courts at the county level. The statute is based on the drug court model currently in place. This bill does not mandate the creation of mental health courts, but leaves that decision to the local judicial circuits. The prosecutor is the gate keeper and will refer appropriate cases to the Mental Health Court. Mental Health Courts when implemented and operated properly can provide a huge savings to local governments in jail and medical costs while addressing public safety concerns.

With the closure of the state psychiatric hospitals these court programs can assist in diverting offenders with mental health issues to community mental health services instead of the jail.

This bill allows manufacturers of distilled spirits (made of perishable fruits) to provide educational and promotional tours of their distilleries.  It also authorizes, with proper licensure, the manufacture of distilled spirits from products other than perishable fruits to be licensed in the state.  The latter distilleries can also provide educational and promotional tours of their operations.

This bill creates the Georgia Sheriff's Cooperative Authority. The purpose of this authority is to serve as a cooperative for the development, acquisition and distribution of record management systems, information, public safety related databases, electronic monitoring of inmates and probationers, services, supplies and materials for sheriffs so that their offices can operate more cost efficiently. The authority is made up of seven members, including a member appointed by the executive board of ACCG. It also  provides for the powers of the authority which includes the ability to contract with local governments for the use of any property, facilities or services. Additionally, it authorizes the authority to fix and collect fees and charges for data, media, and other services furnished to it by individuals or private entities, but such fees and charges are required be filed annually with the Secretary of the Senate and the Clerk of the House of Representatives and may require legislative approval. A similar bill, HB 1141, was introduced in the House.

This bill requires that inmates that have grievances about the health care quality received through a state or county detention facility must exhaust all administrative remedies provided before filing a complaint with the Georgia Composite Medical Board.
